GENERAL PURPOSE
Under the general direction and guidance of the County Administrator (Personnel Officer) or designee, performs a variety of highly advanced administrative, technical, analytical and supervisory activities requiring extensive responsibility and independent judgment. The Personnel Officer shall have superintending control over the Human Resources Director, and may delegate duties, including but not limited to those duties cited within the County Civil Service Act (Neb. Rev. Stat. §§ 23-2517 to 23-2533) as deemed necessary in order to carry out County business.
SUPERVISION EXERCISED
Supervise Human Resources (HR) staff and departmental operations.

ESSENTIAL FUNCTIONS
Apply and administer the County Civil Service Act, Section §23-2517 through 23-3533.
Advise and assist Elected Officials/Department Heads with personnel rules/regulations, policies, collective bargaining agreements, federal and state laws, and employee relation matters; receive complaints of alleged discrimination, harassment, or perceived problems from employees.
Manage and supervise assigned staff, operations, and purchases to achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate, guide, discipline, and evaluate assigned staff; review progress; and direct changes as needed.
Review, respond to, and determine outcome of inquires related to application of laws/statutes, collective bargaining agreements, rules/regulations, and policy.
Ability to establish, maintain, and promote effective and cooperative working relationships with elected officials, department heads, employees, labor union representatives, vendors, other governmental agencies, and the public.
Administer the compensation process by overseeing and approving the creation of class and job descriptions; obtaining and analyzing compensation comparables; recommend appropriate grade and salary; present for approval per established guidelines, and developing innovative processes and recommendations for compensation systems.
Manage, analyze, and review data collection for studies and cost analysis, including salary and benefit surveys.
Research, develop, and disseminate a pay-for-performance policy.
Participate in, provide input, and create data/documentation regarding collective bargaining agreements as requested/directed.
Evaluate work processes, schedules, and workflows; and recommend policies and procedures to improve efficiency and effectiveness of human resources operations.
Receive appeals/grievances/lawsuits and process in accordance with established laws, rules/regulations, and policies.
Ensure timely creation and dissemination of Personnel Policy Board agendas and associated documents per state guidelines/Board rules.
Serve as Secretary at all Personnel Policy Board meetings, provide for preparation of documents, recording of hearings, facilitate any issues that arise during the meeting, and record all motions and votes; prepare Policy Board annual report for submission.
Research, develop, create, present, and disseminate Countywide policies; develop, amend, and interpret personnel rules/regulations as necessary.
Prepare and present information and agenda items for the County Board of Commissioners.
Act as the HIPAA officer which includes overseeing compliance, training, and responding to complaints / requests for information.
Coordinate the creation and submission of Title VI Annual Update and Accomplishment Report.
Create, update, and maintain the Equal Opportunity Plan to ensure compliance.
Act as the ADA (Americans with Disabilities Act) Coordinator, and ensure functions, policy, reporting, and practices are in compliance.
Ensure compliance, training and awareness of County employees for all applicable federal and state labor laws/regulations including, (e.g. FMLA, FLSA, HIPAA, EEOC) and conduct associated investigations related to possible violations.
Identify legal and government reporting requirements, such as record retention, EEO-4, and benefits impacting the Human Resource functions; and ensure policies, procedures, and reporting are in compliance.
Manage the recruitment and employment selection process; evaluate and make determinations of eligibility for employment. .
Oversee benefits programs (e.g. insurance coverages; employee assistance; time benefits; leaves of absence); administer, monitor/review, and manage benefit contracts; interact with consultants and benefit providers to ensure cost effective and compliant plans.
Create, present, and provide accurate and timely reports as necessary/directed.
Prepare the annual department and Personnel Policy Board budget and submit within time constraints; manage the expenditure of funds.
Consult with County Attorney's Office or outside legal counsel as necessary.
Prepare correspondence, reports, records and legal contracts, as applicable.
Report to assigned worksite with regular, predictable, and consistent attendance.
Promote and project a positive image of the Human Resource Department and Sarpy County.
Peripheral Duties
Conduct training as necessary/directed.
Represent department and/or organization at various meetings; participate on committees as appropriate; and attend job-related seminars and workshops.
Perform other related duties as directed or assigned.
MINIMUM REQUIRED QUALIFICATIONS
Education and Experience*
Bachelor's degree from an accredited college or university in public or business administration, human resources, or directly-related field required; Master's degree in a related field preferred.
Eight (8) years of increasingly responsible bona fide work experience in a Human Resources position required*.
Three (3) years of work experience supervising/managing paid subordinates required.
Must possess and maintain a PHR, SPHR, CPM, or IPMA-CP certification or obtain within one year of employment.
Recent experience working in a management role within a public sector Human Resources and/or Personnel Department preferred.
*Approved work experience beyond that required which provides equivalent knowledge, skills, and abilities may be considered and substituted for the stated education
Special Requirements
Must have and maintain throughout employment a valid Driver's License, as well as meet eligibility requirements of "acceptable driver standards" as defined by the County.
Necessary Knowledge, Skills and Abilities:
Extensive knowledge of principles and practices of public human resource administration, including methods and techniques used in recruitment/selection, employee relations, compensation, benefits, legal compliance, labor relations, and training and development
Extensive knowledge of labor laws/regulations
Working knowledge of the principles, practices, and Civil Service Act as applied to local county government specifically pertaining to the statutory provisions and their effect on the operations of county government
Working knowledge of policy development and implementation as well as principles of organizational development, management, and supervision
Considerable knowledge of and ability to use technology, computers, and associated software
Knowledge of budgetary procedures and techniques, and the ability to develop and administer a departmental budget
Significant strategic planning and organizational skills
Well-developed communication skills, including the ability to deescalate tense situations
Ability to exercise discretion and independent judgment
Ability to accurately create and interpret legislative, administrative, and county regulations/policies to present appropriate recommendations
Ability to communicate effectively in English, both verbally and in writing as well as ability to conduct verbal presentations and training
Ability to analyze complex problems and interpret technical information as well as recommend alternative solutions
Ability to direct, monitor, and oversee the activities of assigned personnel to ensure conformance with established policies and procedures
