Payroll Manager

POSITION SUMMARY:

This position is responsible for direction of the payroll department. This includes managing departmental workflow and scope through the adherence to current payroll policies, systems and procedures as well as the ability to improve and streamline processes where possible.  The payroll manager is the primary contact for payroll related inquiries from human resources and finance customers and must have a high level of commitment to providing exceptional service. The ideal candidate will have strong analytical skills, and excellent communication and organizational skills. He or she will possess the ability to work with extreme accuracy while meeting tight deadlines. This position reports to the Director of Payroll.

ESSENTIAL FUNCTIONS:

  • Responsible for company's payroll policy development and implementation using PeopleSoft & Workday software for both US and Canadian payrolls
  • Manages payroll from a strategic, administrative and technical perspective in the US and Canada
  • Analyzes, prepares and inputs payroll data for US and Canadian payrolls
  • Produces accurate and timely payroll and ensures compliance with all applicable US and Canadian state and federal wage and hour laws
  • Pays employees by directing the production and issuance of paychecks or electronic transfers to bank accounts
  • Assists the Director of Payroll by leading the testing and implementation of system changes or upgrades
  • Works with Finance to analyzes various general ledger accounts and explains discrepancies
  • Troubleshoots, analyzes, identifies and corrects technical problems and deficiencies within the payroll and HR system
  • Determines payroll liabilities by approving the calculation of employee federal and state income and social security taxes, employer's social security, and unemployment taxes
  • Identifies and solves day-to-day problems
  • Ensures that reconciliations are being performed between the originating source files for payroll transactions and the payroll register
  • Responds to questions or inquiries from local HR, payroll contacts and employees in both the US and Canda
  • Works with the Payroll Tax team to lead taxable fringe processes
  • Recruits, selects, orients, and trains employees
  • Manages US and Canadian payroll staff via counseling and disciplining, planning, monitoring, and appraising job results
  • Assists in managing the W-2 process and inquiries
  • Regular and reliable attendance required
  • Ability to work onsite in an office environment with limited remote work alternatives, consistent with applicable law

EDUCATION, SKILLS AND EXPERIENCE REQUIREMENTS

  • US and Canadian payroll experience required
  • Bachelor s degree required
  • CPP certification preferred
  • Comprehensive payroll knowledge including payroll tax computations, exempt/non-exempt classification rules, pre- and post-tax deductions, taxable and non-taxable income items, commission and bonuses, W-2 generations, and timekeeping systems
  • Strong leadership, administrative, organizational, managerial and communication skills
  • Ability to form strong partnerships across reporting relationships
  • Ability to analyze information, identify the root cause of an issue, and develop/implement approved solutions
  • Ability to multi-task and work in a fast-paced, changing environment
  • Ability to perform complex mathematical and payroll calculations
  • Ability to build queries and reports using organizational report writing tools
  • Excellent computer skills, including Microsoft Office software with an emphasis in Excel
  • A minimum of six years payroll experience
  • Knowledge of PeopleSoft & Workday a plus
  • Knowledge of ADP Streamline & GlobalView platforms a plus
  • At least 3-5 years of supervisory experience in a large company
  • Must have experience working with multi-state payrolls
  • Must have experience working with employee volumes of 5,000+
